Questions to National from the RC:
  Q: Do "temporary" positions (such as those related to planning or organizing Conventions, as opposed to service at the convention itself) count toward the maximum number of positions a member can hold?

Q: When do Member Class Loans for elected officers go into effect?  If a member is currently undergoing a Prestige Audit (or waiting in queue) to they apply the MC Loan to their pre- or post-Audit Member Class?

Q: I currently have three (3) Chapters with fewer than 10 members (one of which is petitioning to become part of a Domain).  I realize that these OUs may continue to exist with permission, however these membership numbers have stayed below 10 for a few months.  Are there any hard-and-fast rules about this situation?  I estimate after 12/31/2003 we will see many more OUs drop below the minimum membership requirements, and would like to know how to handle these situations properly.

ARC Arbitration (Arizona)
  Q: Want to know if we can start blurring the line between ST arbitration and *C arbitration.
A: The simple answer is "no."  The ST-side issues are for the STs to handle.  We do not get involved in game-related problems unless we are specifically requested to do so through appropriate channels.

  Q: Where do I get the new tests so I can take them?
A: The Test of Membership was released on 11/15/2003; consult the Membership Handbook for the URL where all exams are available..

Q: Are the e-mails that are sent to the arbitration e-mail address being forwarded to the arb list yet and if not can we set up a way for members to directly e-mail me?
A: All e-mails sent to the arbitration@camarilla-sw.org e-mail address are being forwarded to the closed Arbitration list that all ARC Arbitration's are subscribed to.  If you want/need members to e-mail you directly, you will need to provide them with an e-mail address directly..

ARC Events & Charities
  Q: The former ARC events and Charities and former RC cannot supply me with the needed reports for prestige verification, what shall I do to assist those members who are looking for their awards?
A: We will have to attempt to search the list archives to see what reports we can find.  However, without documentation, those Prestige awards will have to be denied during Audits.

Q: How do I record prestige for previous charity drives that took place more than 3 months ago and do not seem to have been awarded or reported?
A: Prestige awards not appearing in official Coordinator reports do not exist; they are to be denied.  At best you can attempt to contact the administrators of those drives and obtain records from them, but beyond that, if there is no record of the drive, and no report to show who did what, then we cannot award any Prestige for it.

Q: To avoid ruffled feathers while planning events, could the RC please post what the job duites of the ARC events/charities are?
A: The Membership Handbook (page 52) says: "This position may act as the one to start, oversee and coordinate region-wide charities or fund-raisers."  I would further extend that to include region-wide events.  This position is also responsible for making Prestige recommendations for those activities to the Regional Coordinator.
ARC Mentor & Outreach
  Q: Star Rae Forman has requested her WW number. She mentions that at some point it was reported to her as “lost”. She has never appeared on any reports by previous administration with a WW number.
A: Is that name correct?  I do not find a "Star Rae Forman" in the membership list I have.

 

Q: Darcy Ann Anastasia has never appeared on a report with a WW number. I do not have current contact information for her.
A: Ms. Anastasia's WW number is: US2002021057.  I have no current contact information for her.

 

Q: Matt Smith US2002024138. Does not have contact information listed on prior reports. Can we get a hold of the email he listed when he purchased his WW number?
A: I do not locate any records for that Cam Number in the WW database I have.
 

Q: Have you been able to sift through the CD of information from previous administration to pull prestige records for independent members?
A: Unfortunately I have not had the time yet.

 

Q: In January when all the NPO/WW Crossovers have to renew can I drop non reporting independent members off of the report?
A: Only if they have not renewed their membership.

ARC Prestige (Hirsch)
 

Q: What are the EXACT duties of a Coordinator and a Storyteller?  More specifically, what prestige items are they not allowed to take?
A: Coordinator and Storyteller duties are specified in the Membership Handbook; please consult that document.  As for what Prestige items they are or are not allowed to take, the answer is none.  No one may just "take" a Prestige item; all Prestige must be awarded by the members' Supervising Coordinator.  For D/VSTs that means their D/CC. For DCs and Independent CCs, that's the RC; for CCs under Domains, their DC.  Coordinators may not be awarded Prestige for actions that fall under the normal scope of their duties (as defined in the Handbook); this is best determined on a situational basis, so if you have a specific duty in mind, please be more specific and we can determine whether or not that falls within the scope of their positional responsibilities.

I would very much like a very specific breakdown of the items that a Coordinator and a Storyteller should be doing as part of their positions and a breakdown of what additional items they can claim that are not part of their duties.
A: Again, please reference the Membership Handbook for that breakdown.  If what you have in mind is not listed there, please make a specific request for clarification.

ARC Prestige (Silveira)
  Q: In searching for verifications for reviews, I noticed some folks (not those being reviewed) claiming things from their time in my Domain when I know that they don't deserve that particular award. To whose attention should I bring this if I suspect an honest mistake? And if I suspect deliberate falsification? For example, someone receiving an award for a charity drive when there was no such drive or when the member was not a member...
A: If you see things you think are questionable, you should e-mail the members and ask for clarifications.  If it's an honest mistake, such will be borne out in the response.  If it is deliberate falsification, then their Supervising Coordinator needs to be told so appropriate Disciplinary Actions can be taken. As for Charity Drives, the ANC-Prestige posted guidelines for acceptable charity drives during November: basically, they must be announced to at least one other OU besides the one sponsoring it, and must be made available for members outside the sponsoring OU to participate in.  If that was not done, the drive is not Prestige-worthy.  If the drive did not happen at all, it is, of course, not Prestige-worthy.  If the member was not a member at the time, they are ineligible for Prestige.

I have a number of saved Chapter, Domain, and Regional reports. Is it advisable to consult these sources for award verification and legitimacy?

A: Any official Coordinator report may be consulted for award verification and legitimacy.  So long as the report has not be tampered with, it is considered proof of an Award.
ARC Publications
  Q: I am planning on giving my Assistants full prestige next month because they work half of this month. Is this ok?
A: You should make your recommendations as you see fit, Leif.  Unless it's something totally screwy, I'm not likely to override your recommendations.

The front part of the website is devoted to news around the region is it part of the Tech or Publications?
A: The Website itself is part of Technology's purview. When I have items for the News page, I give them to Dale for posting.  If you have something you need posted, give it to him and he will get it up there.

Where or who do I send the finished newsletter to get it put up on the website?
A: Send it to Dale with any specific instructions for posting that he needs to know about.
ARC Technologies
  None this month.

Projects:

The following projects are ongoing:
  1. Setting up a system for accepting Prestige Logs for Audits.  The key goals of this system is to display the current queue to the membership, to be able to provide members with a way to check if their logs have been received, where the log is in the process (waiting, being reviewed, etc.), see who is handling their Audit, and see an expected completion date.
  2. Setting up a similar system for handling Arbitration issues.  This system will require security so that only those involved in the Arbitration will have access to any of the information.
  3. Setting up a system to allow Coordinators to submit their monthly reports on the Website.  The system will parse the reports to extract demographic and all other relevant data to provide overall reports for myself and the ARCs in order for us to better do our jobs.  This system will also serve to archive the Chapter and Domain reports on the Regional Website.
  4. Redesigning the Website to give it more of a "professional" look.
  5. Mapping all the Chapters and Domains on pages on the Website that will allow members to find organizational units by their geographic location.

Other non-Website-related Projects include:

  1. The Prestige Audit queue is growing deeper.
  2. Getting the Midsummer's Event Prestige finished.
  3. Running various Domain Coordinator elections.
  4. Membership recruitment drive and materials contest.

 Events:

SWRE 2004 (Aprl 29 - May 2, 2004), Phoenix AZ
SWRE 2004 is just around the corner (end of April 2004).  The event staff is currently in place (and growing), memberships are available for purchase via the White Wolf catalog (just $15 until the end of the year -- get yours now!), and we have a Website available at www.swre.org.

There are no other Regional Events being planned for our Region through the end of the calendar year.

Regional Funds:

   My thanks to the Club Director, Charles Baily for getting me an accurate accounting of the total amount of funds currently in the SW Regional account: $6,396.03.
   This amount does not include all of the funds from SWRE this year as there are questions regarding the disposition of monies from the PayPal account, which we are attempting to address at this time.

  P: Apthia Nocte we're still pending, so I still can't award prestige. However, I'm tracking it, and once we're not pending, I'll probably have some stuff I'll ask to be validated for my chapter members. :)
A: I am trying to get this resolved, Sean.  Backdated Prestige from your Chapter will be allowed beyond the 3-month limits.  I apologize for the delays; it really has been a case of too much to do and not enough time in the day to get it all done, and nothing at all to do with you or your Chapter members.
P: Circle of the Resurrected: Members "Jumping the Chain" members need to be aware that
"Jumping the Chain" is not tolerated and any requests that come to me as a result of "jumping the chain" will be bounced back with possible adverse action. I would ask that those above me in the chain please respect the "Chain of Command" and refer all members who are a part of my chapter to please come to me first.
A: You are encouraged to remind your Chapter members about the Chain of Command and why it exists.  Bear in mind, that any member may approach an officer within this office for unofficial advice; but all official requests will be turned back to the local authorities who should either be able to answer those concerns or forward them up the Chain for answers.
P: Common Cents: Ryan Hutchison was trying to renew his Camarilla membership. When he
attempts to sign onto the White Wolf webpage it says that his Cam # does not exist. He has sent an email to Member Services, but has not heard anything back as of yet. How can we resolve this?
A: Send a second e-mail to Member Services; CC me on the request.  If you do not hear back within a week from Stephanie, remind me and I will take this up through the Chain.
P: Hold The Cheeze: Regular reports have not been filed by the CC, a new one will likely be elected.
A: As an Independent Chapter, this office will need to conduct your Chapter elections.  Your current CC must first either step down from office, or be removed through a Vote of No Confidence Referenda (see the Membership Handbook) for procedures on doing this.
P: The House of the Silver Crescent: CC is becoming disillusioned because she still did not receive prestige for the SWRE donation.
A: If the CC has not already done so, please send me a message telling me what she donated, and I will speak with the Charities Lead about it.  If this is something I've already addressed, please be patient, I have to get the SWRE Prestige Updates done yet -- it's another one of those too-much-to-do-and-not-enough-time things..
P: Legends and Dreams: I have almost figured out my email problem, but large emails or attachments still stand a 50% chance of not getting through.  If you send me email and I don't respond, resend it.

P: Method and Madness: Problems: I have been without a computer for a number of months, given that I’ve recently lost my job, and therefore access to the computer where I stored the previous reports. This has made it somewhat difficult for me to file reports. As noted above, after several months of inactivity, we have voted to remove Steven Waddell from his position of CC. I haven’t been able to get him to forward his old reports to Mr. Balsamo yet.

P: Domain of Salt Lake: Richard Johnson US2002034063 is Still missing Prestige for Volunteer
work for ICC 1999 in Portland.
Our usual Game site is now locked at 10PM. In the past, we have been sponsored by a Student Gaming Group. This is being resolved with the current leadership of the Student Gaming Group. I have also made contact with several other potential game sites. Once I have all the information I can gather, I will present a summary to the Domain.

A: If you have a record of what Mr. Johnson did at ICC 1999, and can forward that to the ARC Charities & Events, Charmain Hopkins (events@camarilla-sw.org), she can inquire with National on this matter..

  P: Strange Bedfellows: Morbid Curiosity is currently in debt after the cancellation of  Wassail.  The PayPal site specified that all purchases were non-refundable.   Fundraisers are currently being brainstormed to assist with this.

Q: Common Cents Ca-027D: Our DST has stated that he is stepping down from his position as of December 10. The domain has not yet gotten any information from the RST's staff regarding the new election. The DST has stated that he was told that the election would not happen until after the RST election was completed, but we have received no information on this election either. I know that the DST elections will be run by the RST, so I will be contacting him in regards to it. Is there any way we can find out when the RST elections will be happening?
A: I have made inquiries regarding the supposed-RST Elections to the NST.  I have not heard back from Mr. Stafford yet, but expect a swift reply.
  Q: Method and Madness: Is there a way to receive the previous report for Sins of the Father?i
Q: Sin City Ghetto: Who exactly would I contact if I need to get a copy of the reports from say May 2001 to Jan 2002?
A: Compile a list of the reports you need and send that request to the ARC Admin & Reports, Anna Quin at arcreport@camarilla-sw.org.
  Q: Strange Bedfellows: Louis Somers, US2002035112 is the VST for Dark Knights Sorrows and the CC for No Remorse.  Under the prestige guidelines it is unclear whether the cap is 50 per month together or separately.  Can this be clarified? It specifies in the new Handbook that DST and VST prestige is recommended by the DC and awarded by the RC.  DC prestige is awarded by the RC.  It does not specify who awards the prestige for CC’s.  I am awarding their prestige this month, but if I can only recommend this will be adjusted in the RC report.
Our DST is also a VST.  How does this affect his prestige and under what caps does he fall?
A: To the best of my understanding, Prestige is always awarded by the Supervising Coordinator.  As this applies to DSTs and VSTs, that would mean the DC makes those awards based on the RST and DST's recommendations correspondingly.  The RC does not award any prestige for DSTs and VSTs save any awards that contain Regional Prestige.  If your DST is the VST, they may only receive a Prestige Award for being DST; do not award any additional Prestige for running a Venue, as DSTs can be the lead Venue stortyeller.  Lastly, Mr. Somers may receive his award for VST and CC seperately.  The caps are 40 per month; 50 is only indicated on rare circumstances, when the officer goes well "above and beyond" the scope of their regular monthly duties.
  Q: Twilight Chronicles:
1. Regarding charity drives. Rudy Fuentez works at a local hospital. They have a program where an employee "adopts" a child patient for the holiday season and provides gifts and support to the child and their family. Can we raise funds and make doantions as part of a Camarilla Drive through Rudy with this program? Rudy would collect the donated items, the Domain would raise funds and buy toys or coats or whatever is needed, and Rudy would then donate the items to the child and family, in the name of The Camarilla as an employee of the hospital? Employees receive no recompense or benefit from
participating, but the program is for hospital employees only, so we would have to funnel everything through Rudy. Can we do this as a Camarilla Drive?
A: This sounds like a perfectly acceptable Domain-level Charity Drive.  Bear in mind, it must be announced to more than one Chapter for Prestige to be awarded for these efforts, as per an announcement made by the ANC-Prestige in November.

2. For Camarilla mailing lists, how does one request or receive prestige as moderator? For non-Camarilla hosted lists, how does one receive prestige as a moderator? Are DC's or CC's eligible for this moderator prestige for Chapter or Domain lists?
A: If the mailing list is on a WW server, regular reports need to be made to Jeff Thelen's office; details can be found at http://camarilla.white-wolf.com/~listmod/.  If the list is not on a WW Server, they can still be Prestige-worthy; again, Mr. Thelen will have the information you need regarding this.  DCs and CCs are eligible for this moderator Prestige.

3. Does this report follow the requisite template to a satisfactory degree? If not, and assuming I'm not using CTS as yet, where are we out of sync?
A: The ARC Reports indicates your report is in the proper format.  Should you ever have any questions regarding your report, please feel free to contact her for assistance.

4. To reiterate and clarify for the South West Region - Members who have not renewed as of January 1, 2004 are dropped immediately? Or after a 30 day grace period (which I've seen mentioned on the National list for Coords)?
A: Members should be dropped from your official roles immediately; they may be reinstated once they have purchased a membership renewal and provided you with proof.

5. For clarifiation - Members who do renew are eligible for early renewal prestige if the have renewed by what specific date?
A: The USNC's Website provides a FAQ to address this concern.  Go to http://camarilla.white-wolf.com/usnc/index.php and follow the links to find the answer to this question (and more).

6. Are members who serve as proctors for VST elections eligible for any sort of prestige award? If so, what are the guidelines for that award?
A: Members serving as Proctors are eligible for Prestige Awards.  Such awards should be under the ORG category.  I would recommend no more than 10 Points as elections tend not to run for very long periods and do not require substantial amounts of work.

7. Is there a time limit on backdating prestige? For example, a member claiming cleaning prestige from 4 or 5 months previous or other items that are not readily verifiable.
A: The limit on backdating Prestige is 3 months.  Anything beyond that should be denied by the Supervising Coordinator unless the award is coming from the Regional or National level, as those sometimes take longer to clear.  Remember: Members do not "claim" Prestige on their own; they must be awarded such, and those awards must appear in an official Coordinator's report in order to be valid. If you cannot substantiate any award because it is not listed in an official report, you are instructed to deny it.

8. What's the URL for the SWRE 2003 Prestige? Can't seem to find a link off of the SW website...
A: Check the news archives for October 2003 and you will find the link there.

  Q: Vanguard of the Four Pillars: I have 2 members that are still showing on this report as pending for the Regional Toy Drive. Has this already be awarded? And, if so where can I find it. Or how can I verify whether or not anything was ever reported for them.
A: Ms. Hopkins is attempting to find out what happened to the Prestige for that Drive; it was prior to this administration and we do not have those records.  We would ask that the Region please be patient when it comes to any Prestige or Charity drives prior to October 11, 2003, as we do not have full and complete records to resolve those issues quickly.

  C: Anathema 35 members of the Domain of Los Angeles came forward to vote on the recent Vote of No Confidence.  I am very proud that so many Los Angeles Camarilla Memebers participated in the process.

C: CA-064 D Bitter Sanctuary Shawn Harrison, CC of Ca-012 will be the new Domain Coordinator and taking over the reporting from this point forth.  Both chapters are now in the process of holding Chapter Coordinator Elections.As I am a chapter Coordinator, and Acting Domain Coordinator for this month, I will allow for the RC to appoint prestige for both.

C: Common Cents Ca-027 D  I would like to send my personal thanks to Rob Saunders, our ADC-Events. Rob has decided to step down from his position. Thank you Rob for all the help you have given the domain.

C: Dark Glittering Knights: 1) I have two new people who joined just this month. I am awaiting confirmation of their prestige from their old CC’s at this time. I have a general amount for them, but no definite figures or dates. Chris Smith, US2002116940 and Brooks Barnes, US2003041452.
2) Jennifer Anderson, US2002034606 has moved back to Illinois. This will be the last time she will be on my report. I will be sending her prestige logs to her new CC.
3) Have sent Guy Seggev’s, US2002021437 prestige log to Matt Giezentaner for audit to be promoted to MC 10. Matt should be sending this up soon. Will also make adjustments to his prestige numbers per the auditor.
4) Jennifer Anderson, US200203406 has gone from MC4 to MC5.
5) Tried to go to the ICC 2003 site but kept getting site not there or unavailable. Will include ICC prestige when I am able to get to the site on the next report.
6) Samantha Richards, US2002021960 is not going to renew her membership this time due to family and life issues. When her membership is up in January, I will remove her from my roster.
7) Since receiving Curtis Reynolds number, US2003031422, I am now including his prestige records in my reports. The totals for him go back to 8/10/02 when he first applied for a number. I can send a separate prestige record for him if needed.
8) Meikal Winsor, US2002037803 is going from MC4 to MC5.
9) Valorie Garrard, US2002021451 will be pending MC8, per audit.
10) Rachel Xavier, US2003061615 is going from MC2 to MC3.

C: Dark Tower: The new Membership Handbook is neat, if strange on a few things.  I like it.

C: False Reflections: Presitge for BBQ should be on next months report, as we’re still tabulating it.

C: Legends and Dreams: No one turned in prestige in this month.  We really didn't do anything as a chapter this month.  Derek has some ideas for socials, November and December are always slow.

C: Domain of Salt Lake: Richard Johnson's (US2002034063) MC9 Prestige Review Audit was sent to  Regional on 11/30/2003. Peter Savas's, (US2002021230) MC13 Prestige Review Audit has been received from CC of UT-013-C, and is currently being reviewed at the Domain Level. Several Members of the Domain spent September, October & November working at the Rocky Point Haunted House, which benefits the Boys &  Girls Clubs of Greater Salt Lake. This was a very successful activity  from a Camarilla point of view. Although some members were paid technical staff, some were Volunteer Actors. Well over 1000 hours were  volunteered over the 2 1/2 month period. Four out of 7 Rookie Actor of the Week awards were won by Camarilla members, quite an accomplishment considering that there were a total of 235 actors. It was also a good recruiting activity. At least 5 Rocky Point actors have started attending Camarilla games, and about 5 more have expressed an interest once the Holidays are over. One actor has already decided to join the Camarilla. Two more actors who are experienced with World of Darkness would like to join the Camarilla, but are not yet 18 years of age.

C: Sepulchre: I found the Domain Report this last month, and have updated my own prestige totals as well as Joe Moon's totals to reflect it.

C: Songs of the Sand: Thank you Chuck Childers & Stephanie Mayes for your quick response to last months problems.

C: Strange Bedfellows: I just updated the report to be compliant with the National format, would somebody look this over and see if I did it right?
R: The ARC Reports indicates it was in the correct National format.  Thank you.
2) Of 64 members, 18 were active (defined as earning prestige)This represents 28% of the Domain at large. A further 8 members attended Domain game events without earning prestige. This represents a further 13% of the Domain membership. Those members who were active through earning prestige and/or attending game events total 30 members, or 41% of the Domain membership.

 

Suggestions
  S. Anathema: Attention White Wolf:
This is a bit premature, but here it goes.  Many of the Camarilla members I talk with believe that the Resource Material for post reset chronicle will be tardy, thus affecting the
Cam's ability to restart the new chronicle.  While most of the Cammies I've talked to are looking forward to the reset there is some trepidation.
Is there a way for WW to tease the General Membership with some info about our new chronicle?  Some Cammies like to develop intensive backgrounds for their characters, so the more info we have pre-reset the better the new characters.

S. Domain of Salt Lake:  If a utility for Coordinators to verify membership renewals is not
available by the end of the year, could a list of those member who have renewed be published somewhere?
