Questions/Problems from the RC & Staff:

Questions to National from the RC:
C: Two ARC positions are vacant at present: ARC-Prestige and ARC-Technology.  I plan to have these filled before the end of June.
ARC Admin & Reports
None this month.
ARC Arbitration (Arizona)
  None this month.
ARC Arbitration (No Cal)
C: Lots going on.  Investigations, elections, and conflict resolutions are abundant.  I am not at my usual computer and don’t have my files so this report will be a bit out of sink from my other reports.  I will assign case numbers and get everything cleaned up by next month.

C: Both elections for Twilight Chronicles and Unconquered Sun are underway.

C: It is my hope that the promotion of conflict resolution will help solve many of the problems that have been occurring in Northern California.  I have arraigned an in person meeting with both of my ARCAs next week to discuss “out of the box” ideas on how to calm down the tension that is increasing in NorCal and to coordinate a more stream line process for elections, investigations, and mediation.  I hope to encourage mediation as a way to help people resolve their differences within the guidelines of the handbook.

ARC Arbitration (Nevada)
C: I will be in Bakersfield the weekend of the 19th. I was invited by Leif to come down and do a workshop for their domain. I will also be in Reno in August. Not quite sure of the date, but that is the month for sure.

A: It's good to hear some of the OU's are taking you up on the offer of training.

ARC Arbitration (So Cal)
C: We need to get all our policies visible to the members of the region.
A: We're working on it, Frank.  Getting closer every day.
ARC Arbitration (Utah)
C: Made myself available in person at several gatherings this month with no issues brought to my attention.
ARC Events & Charities
C: No Regional events for the rest of the year.
Tithe of Souls Domain just concluded their annual TINHARE event.
The Domain of LA will be hosting THE LAST STAND in July and
Utah will be hosting MIDSUMMERS at the end of July.

C: Tithe of Souls Domain AZ005D raised in excess of $1000 for the Eagle Tail Mountain Wolf rescue at their annual TINHARE charity auction.  These monies will go a long way to help assist the sanctuary this summer with improvments to the animal enclosures.

C: Members of Las Vegas Stakes/Ancient Gamble went above and beyond in the support of an animal in need. While members were gathered one afternoon, it was observed that the sounds of a small animal whining could be heard from under the front porch of the home that the members were using. Upon investigation, it was discovered that a small puppy had managed to lodge itself under structure of the home and was stuck. Heat being an issue in the desert, it was obvious that the pup would die if intervention did not occur. Members Lance Sperry and Jamie Homampour proceeded to dislodge the helpless animal. No small feat, the members had to both crawl under the structure of the home and loosen floor boards in order to save it. Jamie Homampour took the homeless pup in, cleaned it up and then took it to the vet for a check up and shots. When no one in the neighborhood claimed the animal, it was member John Vescio who agreed to take it home and give it a family.
I would just like to take a moment to thank the above individuals.
Many times, in our daily affairs, situations present themselves where the choice of apathy if often the easiest to pursue. Far too frequently, is this the choice that many members of the human race opt for, as it is the less burdensome. For these three individuals, apathy was not a choice that afternoon. Rather than ignore the cries of an animal that was not their responsibility, or simply taking the animal to the local shelter, these individuals took it upon themselves to make active choices and take on responsibility. They stepped up, where some would have simply turned away.
This is what Charity and Community is all about.
And I would just like to thank them for caring enough to act.
A: You couldn't have said it more right, Charmain.  I have recognized them with an Exceptional Service Prestige Award, which can be found in Section 3 of the Report.  I wish I could do more for them than the meager amount of Prestige awarded, but beyond commending them for setting an example, and for reminding us all that we have an obligation to help those who cannot help themselves, I am at a loss at the moment.  Thank you Lance, Jamie and John for your compassion and care.

ARC Mentor & Outreach

P: I'm still waiting on a character audit for Steven Whitelock.
A: Have you spoken with Kevin's office yet about this?

C: I have a prestige audit in process for Isaac Avery US2002023567
A: When you have finished with Mr. Avery's Audit, it will need to go to the ARC-Prestige Office for a Regional Review; Mr. Avery did not submit his Log when we were auditing all of V4P.  He is effectively MC1 until such time as the ARC-Prestige's Audit is finished.

P: Would it be possible to have more than one email subscribed to RCoord? I seem to be doing a lot of my list email reading at work and have more time to respond while there.
A: Let me know what other e-mail address you need subscribed, Matt, and we'll get it on the list.

Q: Do we need to have any manual data entry done in order to reconcile prestige for SWRE2004? I would be happy to help. And I know one or two people here in Vegas who type fast enough to get the job done.
A: There is a lot of manual entry that will need to be done to get the SWRE Prestige finished.  Unfortunately, it will involve using the Conventions software to get it done, and some manual conversions of hours to start-end times as well.  It might take longer to show someone what needs to be done and how to do it rather than for me to do it myself.

ARC Prestige Lead (Johnson)
C: Long drawn out month.  Most of the month I was in such severe pain that sitting in front of my computer was out of the question.  This resulted in several trips to the doctor and a lot of different medications.  While I have recovered for the most part, I still limp every now and then and the ability to stand up or sit down easily has been compromised.  I have been told that I appear to be pregnant.  Most of my body had healed and my ability to work on prestige logs is again a green light.
A: I've said it before, and I'll say it again: "Real life comes first."  Besides, if you're not healthy, then I can't get you to do your ARC work.  So take care of your health first and don't worry about the rest..

C: Edited the new prestige policy offered advice for inclusion and exclusion in the document.  Looking forward to the release.
A: Should be very, very soon.  Just waiting on National to fix a problem with uploading to the new server space.  If it persists much longer, I'll post it on my personal Webspace and then move it once things get worked out.

Q: When is the release date for the prestige guidelines and when are the new ARC-prestige's coming on board?.
A: One way or another, before the end of June.

ARC Prestige (Vacant)
  None this month
ARC Publications
C: I had two problems this month: one was a complete hard drive failure. I lost all of my files up to this point so I am going to have to recreate the Newsletter template along with all the content I lost. Its also the main reason it was late. The other problem is the person I hired to replace a ARCA is not working out as well as I thought but I am going to give her another week to finish the Article I gave her.

P: RC Column.
A: Once the Website is up, I'll get this to you, Leif.  In the meantime, don't hold publication for me.

ARC Technologies (Vacant)
  None this month.

Projects:

The following projects are ongoing:
  1. Setting up a system for accepting Prestige Logs for Audits.  The key goals of this system is to display the current queue to the membership, to be able to provide members with a way to check if their logs have been received, where the log is in the process (waiting, being reviewed, etc.), see who is handling their Audit, and see an expected completion date.  Lisa Schoop has this pretty much finished; we are just waiting for the new Web Site to go live to begin large-scale testing.
  2. Setting up a similar system for handling Arbitration issues.  This system will require security so that only those involved in the Arbitration will have access to any of the information.  This will be the next item for Ms. Schoop to attend to.
  3. Setting up a system to allow Coordinators to submit their monthly reports on the Website.  The system will parse the reports to extract demographic and all other relevant data to provide overall reports for myself and the ARCs in order for us to better do our jobs.  This system will also serve to archive the Chapter and Domain reports on the Regional Website.
  4. Redesigning the Website to give it more of a "professional" look. We're finally able to upload pages to the new site on the National Server.  Hoping to have this live by the end of June.
  5. Mapping all the Chapters and Domains on pages on the Website that will allow members to find organizational units by their geographic location.

Other non-Website-related Projects include:

  1. Running various Domain Coordinator elections.
  2. Membership recruitment drive and materials contest.
  3. Introduction of the new "SWR Champions" program.  I think I have the first members to make these awards to.

 Events:

There are currently no Regional Events being planned through the end of the calendar year, though we are on the cusp of several Domain Events with the Annual Garou Campout in L.A., and Midsummer's in Salt Lake City.  Changes are coming from the National office to Event Policies.  We have been presented with the proposal from the National Conventions' Office, but cannot discuss any of those changes until they are finalized.

 Charity Drives:

Current Quarterly drive:  support shelters for victims of abuse.  Coordinators are encouraged to contact their local shelters to determine thier needs.

Ongoing:
Service: Donations of time to local events and charities will earn prestige based on a per hour block of time.
Pet Food:  Due to the ENOURMOUS success of the Pet Food Drive, it will be continued throughout the year and into 2005.
Yearly Charity: The official Charity for the SouthWest Region for year 2004 is Eagle Tail Mountain Wolf Sanctuary.  Please visit thier site at www.eagletailmountain.com

Regional Funds:
Note: Regional funds are maintained by White Wolf; no petty cash reserves are held by any Regional or local officer. Funds expenditures are cleared through the Club Director's office.

Description Debit Credit Balance
Opening Balance:     $3757.11
Charities funds (SWRE 2004)   $6078.78 $9835.89
Onsite SWRE 2004 monies (registrations, t-shirts, etc.)   $4586.87 $14422.76
Eagle Tail Mountain Wolf Sanctuary $3039.39   $11383.37
National Center for Missing and Exploited Children $3039.39   $8343.98
Embassy Suites Hotel (snack buffet at closing ceremonies) $2140.41   $6203.57
Closing Balance:     $6203.57*
*Note: I am still waiting for an accounting of the funds from SWRE Pre-Registrations.  I requested this information in a memo sent to Charles Bailey with the cashier's and personal checks from SWRE.  As such, this total does not accurately reflect the true state of the Regional Fund, but is the best I can do with the information I have at my disposal.

Questions/Problems/Comments from Chapters/Domains:

Problems
AZ-003-D
TParadise of Thorns

P: Chuck asked me to bring some of this to the table, so here is the first installment in my poolside “CHATS WITH CHRONICLE MEMBERS: ADVOCATING CAMARILLA STRONG, Pt. 2” (If anyone remembers my “Cheese” posts from 1998… well, these show a maturity of writing style and content I am sure you will appreciate.  Too bad Dan Fruchterman isn’t around!).
Since no one acknowledged reading Pt. One last month, I figured I would take some liberties with Two by spreading some lies and having a laugh at some people’s expense.  If no one reads this stuff then what the heck, eh?  But then I realized I don’t know anything interesting to gossip over, and have no one I think about long enough to laugh at.  So…
…I wrote to Russ Ingram and Nikki McCorristin instead.  We’re going to put together some awards that should have been given a long time ago.  The hope is that someone with enough power finds some way of acknowledging and showing some appreciation to some old members who never got the thanks they deserved.  The list is taking a little time as there is some rationale that goes along with each one, and as I get names, the list gets longer.
SOLUTION TWO: Figuring out something nice to honor these folks with when we get the list would be nice.

A: I am keenly interested in these; make sure Nikki keeps me informed.

AZ-005-D
Tithe of Souls

P: Domain elections had been request two months before expiration date however still waiting on applications to be reviewed.

A: I had not received any of the candidate applications until a week or two ago.  I have spoken with Zoe Mora, and instructed him to move forward with the election.

AZ-010-D
Dead Man's Hand

P: Since I have not received an answer regarding the member of my Domain who forks out his own monies to support a national list. I formally request permission to ask the National Technical Administrator about this topic. I am hoping to get an answer from Jeff on this, thanks.

A: I am not sure what you're asking here, Bob.  If I read this correctly, your member is paying to host a National e-mail list?  All sanctioned National Lists should already be hosted on the Club's servers, and thus, no member should be shelling out any money for that purpose.  Please provide me with more details before you contact Mr. Thelen.

P: Following the release of the National Membership checking Utility, I have preformed an audit of all members in the Domain and removed a large number of Inactive members from the membership roster. Please note this in the appropriate column of the regional report.
A: Will do.

P: Due to the large number of members which were lost after the audit, I will begin a drive to stir up more members for the Domain. This as well as speaking to past members who have let their Memberships expire will be on the agenda.

A: Sounds like you are doing what needs to be done, Bob.  If you need assistance with your Membership Drive, contact the ARC Mentor & Outreach.

AZ-010-D
Dead Man's Hand

P: Have a member of my Domain who forks out Thirty Dollars a Month to support a National website. Is there anything I can do to award him for bonus prestige or perhaps move the site to a White Wolf server? (Waiting Two Months, never answered.)

A: This matter was, in fact, addressed in the March 2004 Regional Coordinator's report, which was published prior to your April report deadline.  Please review the Regional Report for answers to questions prior to asserting they were not answered.  The answer given in last month's report is quoted here:

" Prestige for a National Website would need to come from the National Coordinator's office.  I would recommend contacting Mr. Contreras' office about this.  Contact information can be found on the USNC Website.  At the local level, there are no Prestige Awards you could make for this service to the club, unfortunately.  Moving the site to the WW Servers would also need to be addressed with the National Office."

Moonlight Masquerade
P: ONGOING ISSUE - Not a problem, per se between individuals, but a dilemma as a whole. The membership makes comments or references as to wanting Social Events and things to do in the Chapter, yet when it is available to them, no one follows through. So, I guess the problem lies in the membership as a whole, Member participation and involvement is a difficult one in MM if not revolving around LARP.
A: This is a very common issue, which I did respond to in the last two Regional Reports.  Please consult those documents for the response..
CA-016-C
House of the Silver Crescent
P: Someone mangled yesterday's meeting minutes.  Think it was a combination of baby drool and kittens bites/claws; and yes, this goes along the line of "the dog ate my homework" but here six kittens and a toddling baby ran the show.  Meeting minutes had to be reconstructed from memory.
A: Do your best, I'm sure your members can help fill in the gaps that you may miss.
CA-028-I
La Maison Du Sanguinaire
P: A new coordinator must be elected, A domain must be formed, Better list access is necessary.
A: This issue was responded to in last months' Regional Report.  Please consult that document for the response.
CA-030-C
The Dragon's Coils
P: Lack of enthusiasm. Kinda strict work sched. Doesn’t allow me to get out of town as much as I’d like.
A: Noted.  Can you find a reason for the enthusiasm?
CA-037-D
Twilight Chronicles
P: DST qualified for COR Bonus of 12 National prestige, as noted in RST Report for February. No confirmation has appeared on a *C report as yet. Who can we get in touch with to get this award verified and confirmed. Still waiting on this one.
A: From last month's Regional Report:
"The RST Report is not to be used for Prestige Awards; any Prestige amounts appearing in a Storyteller's report is a recommendation only, and is placed there to notify the National Staff that a member is eligible for the award.  You do not need to contact anyone for verification or confirmation.  When the COR Awards are made, they appear in the US-ANC-Chapter's report, and are then copied into this report to make those awards more accessible.  Until such time as it appears in Mr. Childers' , Mr. Contreras' or my report, you should not consider this a valid award."

P: Still waiting for proctors on DC election. Four months. Still waiting.
A: Please contact Ms. Quinn for assistance with this. Bear in mind the change in Elections procedures in the Constitution make it mandatory for the Regional office to be involved.  We have limited resources and many OUs have their elections in May because that's when the new Constitution went into effect last year.  You will have to remain patient.  We will get to you ASAP.

P: Still waiting for Regional approval on member transfers. Matter originated in March, Domain approval for transfer was given before SWRE, with DC request to expedite the transfer. No word at all as yet.
A: Again, from last month's Regional report:
"Has the necessary paperwork been submitted to the Regional Office yet?  Without a Prestige Log, Character Sheets and XP Logs (all of which should be audited at the Domain level prior to sending them to the Regional Office) being submitted for auditing at the Regional level, the transfer will not proceed."

P: Member James Gaines was submitted for participation in December Toy Drive. Confirmation was received from the ARC Events. Yet, Mr. Gaines has yet to be credited for his participation in a Regional Report.
A: Typically, the ARC Events will put those award nominations in her monthly report.  Then I will make the awards in my report.  If they do not appear in the monthly report, you should contact the ARC Events about them again.

P: All four problems above have one common thread. Lack of timely response from Regional. Inre the DC election and member transfer, I've decided that despite my own concerns with these matters, I'm tired of waiting, so I've approved the transfer and will turn things over to someone as far as DC duties.
A: Again, from last month's Regional report:
"As per the Membership Handbook, you are
not authorized to approve any transfers that need to go beyond your Domain.  The members-in-question are still part of your OU and will remain such until we are able to audit all their records and contact the Coordinator(s) of the OU(s) the members will be moving to."

P: The sooner we get some real info on the new ww system, the more able we will be to promote it.  Please forward this need to WW.
A: As I understand it, WW is making some information available on their Website now.  The new TT books should be out at GenCon, at the end of July, however.

A: Already done.

P: Lucas Powell is still waiting for his transfer request to go through from the nw region.
A: Noted.

Hold the Cheeze
P: Like many other chapters APATHY!  Unable to get members to respond to my email requests for information.
A: Unfortunately, there is not much we can do for you about this.

P: Not receiving responses up the chain on membership audits submitted as far back as January.  I have three members awaiting audits, Jesse Heinig, Brian Tinder, Torie Tinder.  Plus I want to get our whole chapter submitted for reviews so they can be "In the system".
A: Please check the Prestige Audit Queue Website at http://denim.bbboy.net/nickelsanddimes to determine where your members are in the process.  Remember, one ARC-Prestige resigned in January and there was lag time in replacing him.  Also bear in mind that the ARC's have real lives which take priority over their Club duties

P: Haven't heard anything regarding my prestige from the entire last year since I was unable to submit reports.  Do I get anything for spending two months recreating every single one?  Do I get anything from March 2003 on?  I never received information on my prestige for last month when the report was received on time.
A: Addressed in last month's report; see the ARC-Admin questions in Section I of the April report.

P: Two members still awaiting information on their old prestige that was never in the computer from House of the Silver Crescent 1997-1999, Brian Tinder, Torie Tinder.
A: I am not sure from your statement what exactly you need.  Please contact the ARC-Prestige office for any assistance you need in tracking down old awards, or if you have specific questions.

P: Eric Coles Membership number.
A: This issue was addressed in the March and April RC Report.  Please consult those reports for your answer.

P: Saidy Iraiqat US2002023134 requested transfer into No Remorse.  His previous chapter folded and he is currently an independent member.  Where is his transfer?
A: We have not received complete records from Mr. Iraiqat to process his transfer.  We had his Prestige Log, but have not received Character Sheets and XP Logs.  Once those records are received, we will process the transfer in due course.

P: There has been a communication issue within the domain. I will be working closely with the DC and the other CCs to come up with a way of fixing this problem.
A: Please let us know if we can assist in any way.

P: On the March SWRC report we were listed as an Independent Chapter. We are a chapter in the Unconquered Sun Domain. Hoping to clarify any confusion.
A: Most likely just a typo.  Thanks for bringing this to my attention.

P: I'm still waiting on getting approval of Richard Johnson's 6 month on-time reporting (February 2004), as well as his DST  prestige from February and March.  I don't want this to go past my three months backdate timeframe - not to mention that I'll only  have one more report after this and I want to get everything done.  I know that there was some concern regarding his March report  being shown as late when it is documented on the reports list as being on time, hopefully this will get resolved soon
A: This problem was addressed in the April Regional Report.  Please consult that report for a response.
Questions

Paradise of Thorns
Q: SWRE prestige?  Who is in charge?  I have people being ignored by them and we’re in state.
A: I am in charge; you are not being ignored.  I have publicly stated the issues with the SWRE Prestige (posts to both the SW Region and SW Coord lists).  The volunteer hours data was not entered into the conventions software as I requested.  Further, when I asked members of the SWRE staff to rectify the situation, I was told that no one had the time to do so; as a result, it has to fall onto my "to do" list, and at the moment, there are matters on that list that are more pressing so they are getting attention first.  When the Prestige for SWRE is ready, it will be posted to the new Regional Website (one of those things that is more important right now than the SWRE Prestige, as I'm sure you can agree).  Until then, please be patient; there may be 24 hours in a day, but I cannot give all that time to the Club.

Q: Steve Whitelock is still trying to transfer to our Domain, I have heard that he is only awaiting a character audit. Please let me know if there is anything I can do help speed the process along.

Q: Directed to DC - As MC8 is a Domain Coord. Approval MC... What is the status of Joe Klabouch's MC review. He has been pending for a couple of months now, and I/we haven't received a follow-up. Thanks.

Q: Directed to RC - At the time of Feb 2004 - Sharry Morrison, was still acting as DC for V4P, although the chapter/domain was dissolving. She received a correspondance from the RC-Peter Savas, stating that after she remits a final report for the Month of Feb 2004 she would receive Prestige for her final months duties as presiding coord. She did send one in, however it was not listed/found on the 02/2004 SW Regional Report. She has yet to receive any further follow-up. I have her as having a pending recommendation for Feb2004, and unable to solidify her log. Please advise.

Q: Still pending National answer on question of interpretation on handing down disciplinary actions.  Please read prior reports for question.
A: The only thing I can do is ask again...

Q: Also, why has the April Regional report not been posted yet?
A: The simple answer is because real life took more of my time and attention than finishing a report; I'm sure every one of us can relate to that.  However, the April report was posted to it's temporary spot (until the new Website is up and running) last week.

Q: I have spoken with Regional Staff regarding Regional Prestige awarded to Bob Jansen in October, 1997. Is there any news on this?

Q: Any news on the regional dog food charity drive from February? Was that all resolved? Is there a link to a web page showing the results? I know that several members in this chapter participated, but I have yet to see any concrete proof so that I can add their prestige for this to their totals.

Q:  Will we ever get Regional to begin a DC election?  Ever?
A: Just as soon as I have the free resources to allocate to your election you will.  I cannot give you what I do not have at present.

Q:  Will there be a summation of what was discussed at the SWRE '04 Coordinator's Meeting?
A: Yes.

Q:  Not to be a pain, but I never did see a summation of the SWRE '03 meeting either...Did I just miss it?
A: I don't believe Ms. Despars ever made those meeting minutes available; and unfortunately, documentation of that meeting was not forwarded to me, so you didn't miss anything.

C: I would like to recommend Jeremy Ambrose, US2002034177, for Regional and/or General prestige for outstanding service to the chapter above and beyond the call of duty, in stepping up from acc to Acting CC while still in Training for the Navy.  He has completed several projects long distance, in addition to training for  his new job in the Navy.  All this was done while stationed in Great Lakes, IL and he is currently still serving the chapter admirably while deployed and at sea.

C: Please note the Domain supports a number of Charity drives, From a Food drive much like the past Regional one. only this one is on going. A recycle Drive which is meant to help members who do not live in towns support the community by recycling materials. Also the Good will drive, if you have something which someone else can use, we will do what we can to get it to the needy families which have use for it. this mostly includes driving to the Goodwill store and dropping it off.

A: Noted; in your Prestige Logs, make sure members note the awards are from Local drives.

C: May 30th meeting and Memorial BBQ social event went off with a blast, but now CC has more food in her fridge than she has ever had for the last year.  Need someone to clean out fridge for her now as she is not used to having food in her fridge.  Special thanks goes to Megan and Barbara for being great sports and in entertaining the CC while she burned her fingers on the grill and Chuck for never once growling at her when she whined at him for help.

C: CC now has the new status: the Cat Lady per Erick Quinones after discovering that her house is filled with 6 kittens and three adult cats. ((Yes people that is a total of 9 felines…  Anyone want a kitten, they are free?))

C: I came into Coordinator in April. In the March report, our last CC awarded the food drive prestige. I am noting it in this report, however if it had previously been added, it will not be added (again) to the running  total. Also, I need the archived Chapter reports for the months of January, and December to verify some prestige.

C: With elections coming up, the Domain is going to be going through a "catharsis" of sorts. We will be doing a lot of interal movement and fixing up things here and there. Call it more than just a splash of paint.

C: Michael "Fish" Murphy lost to his opponet, the Monkey for the Chapter Coordinator Election. However, since the Monkey revealed that he is running for the Presidential Ballot, he has steped down and let "Fish" win by default.

C: After a lot of digging, we managed to bring back a member from the old days of BMK and now he has returned as a Domain Independent. Yeah BK is BACK...and he's ready for action...or something like that.
A: Congratulations.

C: This is going to be my last Domain Coordinator report. I can say folks that it has been fun
entertaining you all. I did have a pretty good run (2 years), and it was filled with all manners on nonsense and fun. I also have to admit that I had no real previous Coordinator experience, but rather I had life experience. In the end folks, I think that is what really matters. Sure anyone can know how the system works, but it is the ability of knowing how people work is what really matters. I am going to miss you all as my fellow Coordinators, but never fear. I will still be around in the Domain Storyteller position - but I am still trying to figure out what is the lesser of two evils. With that, I bid you all good luck and have fun - that's what we are supposed to be here for.

C: If another individual is on the same plane to a regional or national event, does this count as carpooling or is it under the unrelated field of planepooling?  If you take someone to the airport for said event, is THIS carpooling or does it not count as the rest of the transport is provided by the airline?
A: First; this should have been in the Questions section of your report -- it is a question after all...
To answer this, however, neither would qualify as "carpooling" and be eligible for Prestige, unless the member claiming it happened to own the plane on which everyone was flying, and paid for all the expenses incurred from the flights.
