I lost my ARCA Shawn Harrison at the end
of March due to real life concerns.
I hired two new ARCA
Jason Hamon and Shayne Cooley to aid me in this huge position. They are
great and really picking up fast. Please be gentle with them until they have
been properly broken in. P: I have been having problems with turn around time with some of the regional staff. I tracked everyone down at SWRE and asked that communication be a little more expedient amongst the staffers. C: Once the ARC Technology is chosen, I think it should be considered that they staff an ARCA List to handle all of the list mod duties for the regional lists. As of late, subscriptions to lists, and the amount of time it takes to get onto a list is a little bit long. C: There have been steady number declines of 1-2 members on over 90% of the reporting chapters for this month. C: The lists have made it almost impossible to determine whom reported on time this month. The coordinators are being taken on their word. C:
There were
over half a dozen reports that went to the lists this month that I did not
receive. My email account shows no bounce activities, and no problems. Is
this list wide?
Q:
I have an
Independent CC, Torie Tinder from CA-059 Hold the Cheeze. This coordinator
religiously filed her reports every month, but they were being sent to the
wrong place (former regional staffer). She turned in 14 months of reports,
and I am not able to backdate her any prestige for fulfilling her duties
with minimal to no supervision. The chapter has run smoothly. I am
suggesting that either she be backdated a mimimum of 25 prestige per month,
or is given a lump sum in the exceptional service catergory. She was
quickly responsive once I got ahold of her, and she had truly believed that
regional had just stopped communicating. It is like a chapter from Lost
World.
Q:
Elections are
not being executed by the regional staff in a timely manner. What can I do
more than I am already to enable these? May I have permission to run some of
them myself without farming them out to the arbitration staff? |

C: I'm compiling an
FAQ for the CTS for those coordinators who have asked for one. I expect it
to be completed by the end of the month.
P: Anna Quinn seems
to think that there are a number of independant members of the region who do
not show up on my list. If so these people have not reported since Shannon
Quinterro was in office. Can we get a list of members from the WW Membership
Registration who did not list a chapter or domain when they signed
up/renewed?

Any extra work you want to heap on my plate let me know. I
would be happy to help out the office of Prestige if they need an extra
hand.

C: It seems that prestige has become the major
issue amongst the regional staff. I have been told this is also coming from
the general membership, but due to my limited contacts in the region I
cannot say for certain. C:
As has been requested by many of the ARC's I'd really like a document drawn
up, from national, stating all the exact policies that it uses during
audits. Too many people have a vague idea and no one seems to be 100%
certain and that is causing problems. |

C: Nobody likes me. No really, they think
that I was spawned by a devil and a hermit crab. It makes me wonder why
somebody doesn't rename my position ARC Scapegoat. At least I can pop up at
games and scream 'I'M COMING FOR YOUR PRESTIGE!' and cause widespread
panic. As such I think I will remain evil and hated. A: I don't think it's you so much as the position, Sharon. This is a tough and thankless job, but it's an important one and must be given to people who can be fair, honest, and yes, tough when needed. If I didn't have confidence in you, someone else would be doing this now. So please, try not to take it personally; you're doing fine.
Q: For those members with really, really old
prestige that has no records, is there a way to track this down? Or shall I
treat it as unverifiable prestige and account for it accordingly?
This, for the record, means that I question the member about the prestige
and ask for more verification than simply the log. It does not
automatically mean that I will remove the prestige, only that it requires
further investigation.
C: Writing a prestige report while under the
influence of pain killers is a super bad idea. Somebody might think there
is some creative accounting going on. For the record, I hurt my back and
wussed out and took meds for it. I also quit smoking and attended SWRE.
Not an easy month. As such, I did more research work than actual logs. One
reason was that only recently did I recieve a log that could actually BE
completed and another reason was that I really didn't want to ransom a MC
class for a smoke. It was really tempting for at least a whole 10 seconds. |

on some stuff because of SWRE. I am planning on getting out hopefully next
week, I got some IC stories to put in and I am hoping the new ARCA I hired
works out.

| SWRE 2004 (Aprl 29 -
May 2, 2004), Phoenix AZ SWRE 2004 is just around the corner (end of April 2004); memberships are available for purchase via the White Wolf catalog ($20 at the moment), and we have a Website available at www.swre.org. I am very proud to say that not only have we made our room-night commitment, but that we've oversold it already! I'm anticipating an excellent event. There are currently no other Regional Events being planned for our Region through the end of the calendar year, though we are on the cusp of several Domain Events with TINHARE in Phoenix, the Annual Garou Campout in L.A., and Midsummer's in Salt Lake City. |

P: Members that are tracking prestige properly as well as in a timely. Officers not yet taken the required tests. A: Any Coordinator or Storyteller who has not passed the Test of Membership has already been removed from office by the National Coordinator. Any Coordinator who does not pass the Test of Coordination by June 30th will also be removed from office by the National Coordinator. Seeing as how the Test of the Storyteller has just been released, Storytellers have until the end of August to take and pass this test before they will be removed from office. If your Officers are still holding their offices, then they have passed the required tests to hold those offices or else they would be removed. |

P: Trying to get myself added to the Regional Coordinator lists since I've recently taken this over. A: Send a message from the e-mail account you want subscribed to: us-sw-coord-request@camarilla.white-wolf.com with the word "subscribe" in the subject line to initiate your subscription request. You will then receive a Request for Information (RFI) message in response. Return that message with the required information and you will be given access to the list. |

AZ-010-D Dead Man's Hand |
P: Have a member of my Domain who forks out Thirty Dollars a Month to support a National website. Is there anything I can do to award him for bonus prestige or perhaps move the site to a White Wolf server? (Waiting Two Months, never answered.) A: This matter was, in fact, addressed in the March 2004 Regional Coordinator's report, which was published prior to your April report deadline. Please review the Regional Report for answers to questions prior to asserting they were not answered. The answer given in last month's report is quoted here: " Prestige for a National Website would need to come from the National Coordinator's office. I would recommend contacting Mr. Contreras' office about this. Contact information can be found on the USNC Website. At the local level, there are no Prestige Awards you could make for this service to the club, unfortunately. Moving the site to the WW Servers would also need to be addressed with the National Office." |

ONGOING ISSUE
- Not a problem, per se between individuals, but a dilemma as a whole. The
membership makes comments or references as to wanting Social Events and
things to do in the Chapter, yet when it is available to them, no one
follows through. So, I guess the problem lies in the membership as a whole,
Member participation and involvement is a difficult one in MM if not
revolving around LARP. A: This is a very common issue, which I did respond to in the last Regional Report. The answer given in last month's report is quoted here: "One possible tack you can take is to create Social Events that are geared around their other interests. At one time, a local Chapter here used to hold the "Ventrue Book Debates and B-B-Q" on a monthly basis. Those who enjoyed reading, or discussing literature were given a topic for a book to read, and one month later, we would all gather again to review and discuss our books, and to enjoy a yummy barbeque. We would regularly get a group of 10-12 members attending, and the discussion was always fun. Motivating your members to attend events where they cannot earn XP or Prestige is always difficult, but it has always been my experiences that an OU which holds regular Social Events which are well-attended, usually have fewer problems that require Conflict Resolution. When we get to know one another outside the game, we can more easily leave all the nastiness of the game in the game. Good luck on this!". |

The
previous Chapter Coordinator, Alix Hansen, was removed from office in April
by the National Coordinator for failure to take the Membership Test by the
published deadline. As the sole ACC for the chapter, I've temporarily
assumed the reigns of power until such time as our DC completes the
election. While I have no desire to hold the position, I will put my name
on the ballot if there are no other candidates. A: I am sure your Chapter appreciates your dedication and willingness to serve them. I appreciate it as well. Thank you. P:
The last report I had access to is from January (it is quite possible
that no reports were filed in February or March), and this report is based
off of that one. I have removed the following members from the roster as I
have not received new expiration dates from them: |

Don't know what people got for Regional
prestige since I can't find any reports on the website past January. Over
$3600 in car repairs and no job make reports a pain in the butt to get done.
Waited
for adjustment to Domain report but I guess I will have to deal with it next
month as this is late enough already. A: The February RC Report is on the existing Website. The March report was located off-site because I could not log into the Regional Website FTP services to upload it there. A new
coordinator must be elected, A domain must be formed, Better list access is
necessary. ARC-Admin: I have sent and election request to your friendly neighborhood arb guy Frank Dometrovich. Please understand that we have a humongous amount of elections to handle this month, and ask for your patience. Thank you. A: Elections will be arranged for you as soon as possible. May is a busy month for elections, as many of the Domains are in need of this service. Please be patient with us as we attempt to accommodate these needs as quickly as we can. |

We
still have no elections occuring. NorCal Arbitrition is supposed to be
looking into this. Sandra Stewart, the DC has mentioned something about
running the elections, but as of yet nothing's happned. MC classes have been
awarded to Chris Fletcher, and Keith Johnson, so some progress is being made
in the backed up MC award issue. ARC-Admin: You are a chapter inside a domain, therefore northern California arbitration should not be handling your elections. Please contact your Domain Coordinator to request an election. If you have received no response within one week please resend your message and cc me on it. Thanks. A: Noted. Your best bet is to ask Ms. Stewart when you can expect the call for applications to be made. If you get no response from her, please e-mail Ms. Quinn, who should be able to assist in contacting her on your behalf. |

DST qualified
for COR Bonus of 12 National prestige, as noted in RST Report for February.
No confirmation has appeared on a *C report as yet. Who can we get in touch
with to get this award verified and confirmed. A: The RST Report is not to be used for Prestige Awards; any Prestige amounts appearing in a Storyteller's report is a recommendation only, and is placed there to notify the National Staff that a member is eligible for the award. You do not need to contact anyone for verification or confirmation. When the COR Awards are made, they appear in the US-ANC-Chapter's report, and are then copied into this report to make those awards more accessible. Until such time as it appears in Mr. Childers' or my report, you should not consider this a valid award. P:
Still waiting
for proctors on DC election. Three months later.. P:
Still waiting
for Regional approval on member transfers. Matter originated in March,
Domain approval for transfer was given before SWRE, with DC request to
expedite the transfer. No word at all as yet.. P:
All three
problems above have one common thread. Lack of timely response from
Regional. Inre the DC election and member transfer, I've decided that
despite my own concerns with these matters, I'm tired of waiting, so I've
approved the transfer and will turn things over to someone as far as DC
duties. |

Like many
other chapters APATHY! Unable to get members to respond to my email
requests for information. A: Unfortunately, there is not much we can do for you about this. P:
Not receiving
responses up the chain on membership audits submitted as far back as
January. I have three members awaiting audits, Jesse Heinig, Brian Tinder,
Torie Tinder. Plus I want to get our whole chapter submitted for reviews so
they can be "In the system". P:
Haven't heard
anything regarding my prestige from the entire last year since I was unable
to submit reports. Do I get anything for spending two months recreating
every single one? Do I get anything from March 2003 on? I never received
information on my prestige for last month when the report was received on
time. P:

computer from House of the Silver Crescent 1997-1999, Brian Tinder, Torie

CA-060-C No Remorse |
P:
Eric Cole was not granted a Camarilla Number when he purchased from the web
site. I have not seen a suggested resolution from higher offices. Please
advise. ARC-Admin: Please contact members services, Jana Wright, MemberServices@white-wolf.com. A: This issue was addressed in the March RC Report. The answer given there is quoted below: "Okay, first, contact Jana Wright at memberservices@camarilla.white-wolf.com about Mr. Cole's membership. She should be able to resolve that for you. As far as Prestige goes, as long as Mr. Cole has proof of payment for his membership, instruct him to begin maintaining his own Prestige Log, as the Handbook instructs." |

We've noticed
that none of Gre's ST reports apepar to be getting through. I suggested he
write Kevin and find out what's up. He may very well be sending to old
addresses or something similar. A: That will be your best course of action. |

my domain and I'm sure others require that any regional specific policy be
readily available to the membership. I am aware that the SW-ARC Web is in
the process of being replaced. When can we reasonably expect a website

I'm concerned
that we seem to have a number of members moving in and out of our domain
over the last month. I have yet to see any paperwork cross my desk other
than Jennifer Anderson's in regards to this. I should in theory be seeing
Prestige Records forwarded to me from the Regional level for these people
initiated by the originating CC's. I am not. A: That is because we are still processing Ms. Anderson's transfer, and are waiting for records from her. The RC of her new Region is involved and aware of the current situation. |

I'm
still waiting on getting approval of Richard Johnson's 6 month on-time
reporting (February 2004), as well as his DST prestige from February and
March. I don't want this to go past my three months backdate timeframe -
not to mention that I'll only have one more report after this and I want to
get everything done. I know that there was some concern regarding his March
report being shown as late when it is documented on the reports list as
being on time, hopefully this will get resolved soon A: Mr. Johnson's COR Award will come from the National Office, and I routinely place those Awards in my report for notification purposes; if no award appears in the ANC-Chapter's report, then none will appear in mine. You do not need me to award his DST Prestige; that will come from your DC, so if he has not received it yet, then he should contact the DC about that. Documentation of timeliness appears in the RST's report, as does a recommendation from the RST which the DC can use when making Prestige Awards. |

- At the time of Feb 2004 - Sharry Morrison, was still acting as DC for V4P,
although the chapter/domain was dissolving. She received a correspondance
from the RC-Peter Savas, stating that after she remits a final report for
the Month of Feb 2004 she would receive Prestige for her final months duties
as presiding coord. She did send one in, however it was not listed/found on
the 02/2004 SW Regional Report. She has yet to receive any further
follow-up. I have her as having a pending recommendation for Feb2004, and
unable to solidify her log. Please advise. |

of my Chapter helped host a game at the Gaylaxicon convention. The game
attracted half a dozen players and a small crowd of onlookers thoughout the
day. One person from Gaylaxicon came with us to the Gilded cage Cam/Anarch
game, the same night, and might join. I am requesting a regional and/or
national ST and Coordinator to recognize Gaylaxicon as a Convention so that
I may award this prestige. Per the Membership handbook, I need a
regional/national ST/Coordinator to recognize the event. I've spoken with
Peter Savas, who made it sound to me that I have the authority without
getting such a recognition. Also, if it is possible to make this regional or
national prestige, it is a national convention. For now, per Pete's most
current letter, I have awarded open prestige to those members involved.
Please let me know if this needs to be changed, or can be made a better
prestige type. Thanks. A: I was in error; you do not have the authority to make these Awards. Please instruct your members to remove the Awards from their logs, but send me your specific Prestige recommendations. The Awards will need to appear in my report. I am attempting to get guidance on this from the National Staff; please be patient. |

about this? A: What kind of Awards are you talking about: CC and VST/DST awards? If so, compile a list of the missing Awards and submit them to your current DC, who should submit them to this Office with a request for approval of backdated Awards. If it is general member awards, then those could (and should) have been made in the Chapter Report, and you will need to compile those Awards with a request to this Office so they can be awarded as backdated items. |

Do we know what the effect of MC class may be in the new chronicle. Members
seem to think it may not be worth much to strive to assist the organization
as much if the present carrot is pulled out from underneath of them ( I
know, rug, but I am a fan of carrots). I am experiancing high levels of
apathy. Game attendance is low and people are starting to feel like their
only goal any more is to see if they can whack so and so's character before
the Year of Fire flames cleanse the world of them. A: At present we have not been told how MC will affect the new Chronicle. I am sure Mr. Bailey will make an announcement when the time is right.
