Questions to National from the RC:
  Q: Do we have a "go live" date on the CCDB?

Q: Do we have a date when the Mmebership packets will be mailed from White Wolf?

 

ARC Admin & Reports
C: The lack of reports in national format is still disturbing, although is has gotten quite a bit better. Thank you to all the coordinators whom have updated your templates. You rock.
A: Reports not submitted in the appropriate National Format are not eligible for the maximum Prestige awards for their Coordinators.

C: The Coordinator’s as a grouping have not responded quickly to the request for zip codes to aid in allocating or reallocating their Chapter or Domain Boundaries. I cannot conduct the map out for the region with the limited amount of information that I have received. Therefore it cannot be passed along to the RC and NC for their review.
A: Those Coordinators who have not responded will earn 10 less Prestige points per month until they are able to provide the information requested.  Furthermore, no changes to any OUs Geographic Boundaries will be made until we are able to sort this information out.

C: When a chapter drops down below five and they are in a Domain, are they reabsorbed by the Domain or are they allowed to continue with their very small chapter?
A: They should be given the option of having 30 days to recruit additional members, or to fold and absorbed into the Domain.  If they fold, they may choose to either join another Chapter in the Domain or to be Independent members of the Domain itself.

Q: I would like to drop the following Chapters/Domains from my reports:

          CA047 It’s a Dry Heat
          CA050 The Cellar Door
They are well past the black stage.
A: Make an attempt to contact the coordinators or any members of these OUs by posting messages to the SW Region list.  If no one responds by the end of the next reporting cycle, I will recommend to National that these OUs be closed.  We cannot drop them from the reports until the Camarilla Council closes them.

 
ARC Arbitration (Arizona)
  None this month.
ARC Arbitration (No Cal)
  S: I have hired Jim Flood US2002021043 to the ARCA – Conscience position he has started working on what will become the Northern California conflict resolution PR campaign.  The first part will included a Conflict Resolution “cheat sheet” and a business card size description of the 24 hour rule.
ARC Arbitration (Nevada)
  Q: We are currently waiting on some officers to communicate with others in order to process a member’s transfer. I suggest we establish a timeline in order to expedite the process while maintaining efficiency.
A: I believe this member has been waiting a long time.  Communicate with the officers-in-question that they have one week from the date of this report to resolve this.

Q: How many people need to be in a venue in order for that venue to exist? In the membership handbook it states that 8 people must assign primary characters to a venue in order to create a new venue. How does that impact existing venues? With the recent lapses in memberships how does that impact an existing venue?
A: If the Handbook states that a minimum of eight players are required, then that would be the what is necessary to maintain a venue.  While this is more of a Storyteller question/decision, I would offer that if a Venue falls below eight members, it should be closed, and the members reassigned to other Venue Style Sheets.

ARC Arbitration (So Cal)
  C: I do not ever want to see punishments handed down to members made public.  Not even all of the RC Staff is privy to the Regional Arbitration list and this is for a specific reason.  Privacy is very important and making anything available to the general membership for any reason or within any limited body (the voting body of a domain for example) in response to the attempt to destroy rumors will only spread more and bring about ill will and invasion of privacy.
A: The Camarilla currently operates under the gaes of "praise in public, punish in private."  If this is to change at all, I am sure the Camarilla Council will not only solicit input from the members, but will make such deliberations very carefully.  There are a lot of things we, as members, may not want, or even like; however, as members, we agree to abide by the rules of this organization when we purchase memberships.  If we ever find ourselves at a crossroads where the things the club is asking us to do are too far in conflict with what we, as individuals are comfortable with doing, then we have either an obligation to try and change those things within the organization through means provided within the Handbook, or to leave the organization.  It must be stressed, that no one member's wants, needs, or desires are any more or less important than any other, and we should always remember that -- especially in those moments when we are strongly opinionated.
ARC Arbitration (Utah)
  No report this month.
ARC Events & Charities
  P: Still nothing from the previous ARC Events on past reports.
A: Noted.  Did your search of the SW-Region and Staff list archives yield any results?

Q: Have recieved a request for back dated prestige from last summer.  The Domain was able to supply the report that was submitted to the previous ARC, which they never saw recorded.  Since this was not their fault and they DID turn this report in on time, I would like to be able to award them their prestige.  Please advise.
A: Please confirm with your predecessor if this report was ever received.  We will proceed from that point.

Q: Had to ask National to become involved regarding the budgeting for SWRE. The event lead is displeased. We have a meeting again on Sunday, I will update you on the outcome.
A: As I understand it, National's involvement in budgeting for the "named" conventions is standard operating procedure.  I am thankful for Ms. Barnes-Hermann's assistance in this, as she has considerably more experience in the process than any of us.
ARC Mentor & Outreach
  P: There was a situation that crossed my desk as Mentor in regards to Referendums. It would be helpful to have an example of a referendum that follows the process outlined in the handbook posted on a web site.
A: There are many different kinds of Referenda; it would be helpful to know what kind of Referenda you would like an example of.  I am sure we can construct some and put them up.
ARC Prestige (Hirsch)
 

C: I, again, need to stress that it is the job of the member to keep accurate logs and the job of the CC and DC to make sure that the links to R and N items are correct.  I should simply be revivifying what the CC and DC have both checked ahead of time.   (If the item has no web link, the member needs to supply a copy of the email, letter,  or certificate proving they received the award.)  It is unfortunate that we cannot take everyone at his or her word, but too many people have abused the trust for us to not require verifications.

C: I have an idea for giving out prestige when members achieve specific real world goals as an added incentive.  I would like to see awards for members when they graduate High school, get an AA/AS, BA/BS, MBA/MBS or other important items such as MCSC or Law-boards.   I know that members should be happy with just achieving the goal itself, but by the Camarilla giving them just a little bit more incentive, it may be the push members need to accomplish those tasks.  I would also like to see a prestige line item for members who help these students with their studies, like we have the mentoring a player award.
 
This would help the image of the Camarilla as well by showing that we help members aspire to excellence. 

The idea came from a younger member who just completed his high school degree after dropping out due to personal problems then choosing to go back and finish.   All the members of his domain are proud of his accomplishment and would like to be able to do something for him prestige wise.

ARC Publications

A: Gah!  Don't hate me!  I'm trying to find the time to write that for you...
ARC Technologies
  P: Wendy Rutherford is still waiting on her update that she submitted months ago. Ronni is not responding.
A: Continue to e-mail her about this Dale.

Projects:

The following projects are ongoing:
  1. Setting up a system for accepting Prestige Logs for Audits.  The key goals of this system is to display the current queue to the membership, to be able to provide members with a way to check if their logs have been received, where the log is in the process (waiting, being reviewed, etc.), see who is handling their Audit, and see an expected completion date.
  2. Setting up a similar system for handling Arbitration issues.  This system will require security so that only those involved in the Arbitration will have access to any of the information.
  3. Setting up a system to allow Coordinators to submit their monthly reports on the Website.  The system will parse the reports to extract demographic and all other relevant data to provide overall reports for myself and the ARCs in order for us to better do our jobs.  This system will also serve to archive the Chapter and Domain reports on the Regional Website.
  4. Redesigning the Website to give it more of a "professional" look.
  5. Mapping all the Chapters and Domains on pages on the Website that will allow members to find organizational units by their geographic location.

Other non-Website-related Projects include:

  1. Running various Domain Coordinator elections.
  2. Membership recruitment drive and materials contest.
  3. Introduction of the new "SWR Champions" program.

 Events:

SWRE 2004 (Aprl 29 - May 2, 2004), Phoenix AZ
SWRE 2004 is just around the corner (end of April 2004).  The event staff is currently in place (and growing), memberships are available for purchase via the White Wolf catalog ($20 at the moment), and we have a Website available at www.swre.org.

There are currently no other Regional Events being planned for our Region through the end of the calendar year.

Regional Funds:

   The Regional funds still stand at $6,396.03.  This month there was an expenditure of approximately $165.00 to pay for a conference room to host a meeting with the Common Cents Domain.

Officer Removal:

Eric Silviera has resigned as ARC Prestige.  I will be appointing additional ARC Prestige officers to replace Eric, and reorganizing the ARC Prestige office, making Matthew Hirsch the lead ARC Prestige.

P:  Ben Despain (US200103097) attempted to purchase a Renewal of membership but accidentally purchased a new membership.  His Order number is 3155747960540633.  I have updated his information on my reports as he has given proof of purchase, but it needs to be corrected in Membership service.

P: Shawn Harrison, personally paid for William Gorrell's Membership but it did not give me a membership number and would not allow me to verify anything on the site. I have been billed on my bank statement but no membership number. It has been a month and I get no response from the membership person.
A: From Anna: When was Member’s Services contacted? Have any follow up emails been sent? Currently there is a vacancy in that position and it might take a little longer than normal for there to be a response. If you can furbish me with the exact date of the transaction then I might be able to find this out for you. Please send this information to me at your earliest convenience.

P: The CC of Pharos Myst has been having issues finding the time to compile the chapter reports, thus the ACC is filing the December and January reports.

P: A number of members of Pharos Myst had expiration dates of 1/1/2004.  A number of those have likely not renewed, however we have not yet individually contacted those members to determine their status.That will occur within the next month.

P:  It was put forward that it may be hard to recruit new members with the reset coming forward at the end of the year.  Wonder if this concern is felt throughout the Camarilla community.
A: Try using the new Chronicle as a recruiting tool; tell them they will have more of an opportunity to shape the new world than currently possible because we'll all be starting over.  Tell them that joining now, and earning Prestige now, will give them a better opportunity than if they wait until next year.

P: I've had a few problems with member conduct in communication, revieving complaints, but I believe the problem is ended or at least begun to cease.  It was mainly lack of knowledge that what some people said may have offended others.

P: Lack of enthusiasm. Kinda strict work sched. Doesn’t allow me to get out of town as much as I’d like. I also have a member who has been waiting patiently for her MC 9 Audit for the last YEAR. Considering other audits have been getting done first, what’s going on?
A: From Anna: Have you or the member checked to make sure that she is sitting in the Regional queue? A lot of prestige audits were inadvertently lost in the RC changeover. You may want to counsel your member to resubmit.
A: Is this member in the queue?  Who is it?  Was the log submitted in the National Format with all the necessary verifications?  I need more information in order to help with this.

P: The was a problem at the game held on January 30,2005. As one of the presiding Coordinators at the game I witnessed a group of players berate, brow beat and in general fight with the VST . I am writing up this incident and sending it to my coordinator, Joy Wood, so the matter can be handled in the proper manner.

P: We are still missing membership expiration dates for two of our members, Shelby Green and Brendan Harris. We are currently awaiting email with these dates.
A: From Anna: I am assuming that you have contacted member’s services and are awaiting an answer from them?  Shelby Green’s Camarilla number (2003-06-5011) insinuates that she joined in June of 2003, which should make her valid through June 30th 2004.  Brendan Harris’s number (2002-10-6767) implies that he joined in October of 2002, which would suggest that he should have paid his membership dues in October and then be valid through October 31st of this year. However, confirmation of my speculation can be made with the Member Services Team.

P: I am away from my computer and I cannot find the report for No Remorse in the reports archives.  As such, I cannot update the records for Louis Somers or include the information for my own personal prestige.  I will include this information as an addenda to this report as soon as I

P: Brian has stepped down as DST a vote for a new dst needs to be conducted.
A: Noted.

P: I have been conducting an investigation.  Trying to discern weather Brian Majors was circumvent the coordinator chain or was ignorant of his actions. Brian built a prestige log for another member of mc 6, and allowed that member to play a character beyond his current approved mc class.  I received a hard copy (yellow lined notebook paper) of the log 3 months after the character was allowed to be played.  The coordinator of the member did not receive the log.  I don’t believe the member is at fault and I believe he was lead to believe I’d “just approve” the log.  Once the log has been put in national format an audit will occur.  What is to be done about Brian Majors?
A: Conduct your investigation, and administer any Disciplinary Action you feel is appropriate.  Make sure to document your efforts and findings thoroughly, and please CC me on what you decide as well as any information you use to make that decision.

Q: Regarding the Black mark issue, that is being discussed on the regional Coordination list. Is there a rule in which the Domain Coordinator or lower office has to maintain a record of past transgressions?
A: Currently there is not; however, any time Disciplinary Action is taken against a member, no matter what type of offense from Minor on up, you should be noting those in your official Domain Report.  The reports are later archived.

Q: Is their a method in which the Coordinator can check the members renewal dates without having to get verification from the member? Some of my members are without email access, so this issue has arisen.
A: As soon as the CCDB goes live, you will have that ability.  It is currently being tested and expected to be online soon (barring any major bugs).

Q: How do we get an event sanctioned as a regional event?
A: Send your petition to the ARC Events & Charities, Charmain Hopkins.  She will have guidelines and assistance for that.

Q: What are other Coordinator's views on allowing drinking at Camarilla functions?  Per Charles Bailey, it is the decision of the Presiding Coordinator to allow or disallow drinking during any type of Camarilla?
A: To get the opinions of other coordinators, I advise asking this question on either of the Coordinator's lists.  It is indeed the decision of the Presiding Coordinator to allow those of legal age to drink at sanctioned events; the Substance Abuse policy states that members should not attend events if they are visibly impaired.  Some members may become impaired after one or two drinks; others may have better tolerance for alcohol.  The best advice I can offer, however, is to not allow it at all; but use your best discretion nonetheless.

Q: What would be the process for separating from the Domain?
A: This is a rather complex one.  To begin with, draft a petition for such and file it with this office.  If the reasons stated in the petition have merit, and it is not being done to avoid Conflict Resolution, then I will approve it and pass it up the line to the NC, who will review it and either approve or deny it.  Ultimately, it will go to the Camarilla Council, who will have the final say.

Q: I am curious as to the status of the chapter Bi-laws. Where is it current in the chain?
A: I am not sure I understand what you are asking; however, if you want to know where approval for Chapter Bylaws are in the Coordinator Chain, that ability rests with the Camarilla Council, upon the recommendation of both the National Coordinator and the Regional Coordinator.  So, essentially, you draft your Bylaws and send them to your DC for approval (if you're part of a Domain).  If the DC approves them, they get sent to me for approval.  If I approve them, I send them to the NC; and if he approves them, they go to the Camarilla Council.

Q: If you have questions of other chapters reports and the members they are claiming is this handled in the same manner as conflict resolution, do I go to the Coordinator first or is there some other way to handle this matter ?
A: Yes, go to the other Coordinator first, but make sure you carbon copy the supervising coordinator(s) on the correspondence.

Q: What do we have to do to change the chapter location from Santa Monica since the original members of the chapter are gone now and none of the existing live in that area ? Most of us are centered around Pasadena and closer that way.
A: If no other OUs are claiming the Pasadena area, then it will be relatively simple to change your Chapter boundaries; however, technically, as part of a Domain, you have no individual Chapter Boundaries to speak of -- you are part of the Domain's geographic boundaries.

Q: If there is a lapse in a DST is it the responsibility of the DC to act as the DST while the election process is underway?  Or has this been changed?
A: The RST will have to appoint an Interim DST for you; this should be done in consultation with the DC, but does not have to be done that way.  The DC has no authority to either appoint an Interim DST or act as Interim DST.

Q: Can you clarify exactly what is the relationship between Chapter and Venues and who is responsible for them.  As it stands now our understanding is that the Venues are the responsibility of the DST and belong to the domain, not any specific chapter.  We need have this clarified so as to determine exactly who from the coordinating staff is responsible for the venue (being at the events, ect).
A: Okay, this is a two-parter:
1. Venues are assigned to a Domain, not a Chapter in the Domain.  The only time a Venue is assigned to a Chapter is when it is an Independent Chapter.
2. For the purposes of a Presiding Coordinator at Sanctioned Events, such appointments are made by the DC, in the case of a Domain, or by the CC in the case of an Independent Chapter.  A CC who is in charge of a Chatper that is part of a Domain, has no authority to appoint a Presiding Coordinator for sanctioned games, but may for sanctioned Chapter events.  In short, the Coordinator who has the authority to schedule the event is the one who appoints the Presiding Coordinator for that event.

Q: Several of my members including myself have been collecting prestige as independent members of the Camarilla. Now because this prestige was gained before the chapter was official should we send our old Prestige logs in as well for the month of February?
A: I'm not sure what you're asking here.  Who awarded the Prestige you earned as Independent members?  Where did the "old" logs come from?  To whom do you want to send them?

Q: What is supposed to be the turn around time for getting receipts from ordering a new membership from the White Wolf page? How long should it take to get the notice from membership services to get the approved letter? If the time has been too great should I e-mail membership services on these issues?
A: The White Wolf Catalog generates a receipt at the time of payment; you should print that page from your Web browser when ordering is completed.  Since the notification letters are relatively new, and we have a new National Services Administrator, I do not know how long it should take to get an approval letter.  As for time being "too great," that is a matter of perspective; what may be "too great" to you may not be such to Membership Services.  I recommend if you feel it is taking too long, to contact Jana Wright, the National Services Administrator, regarding this.  Remember, she was just put in place last month, so give her a chance to settle in and make sense of the office before bombarding her with demands.

A: As a Chapter that is part of a Domain, your Prestige is awarded by the Domain Coordinator.  If it is a Regional Drive, then you turn in your information to the DC, who passes it up to the ARC Charities for me to award.

C: Our winter clothing/blanket drive was very successful.  We gave The Road Home Family Shelter 10 large garbage bags full of coats, sweaters, and other winter clothing; as well as several sleeping bags and blankets; in time for their Christmas packages.  Which is lucky since they went out right before our huge snowstorm that cut over 60,000 people's power in the valley.  Great going to all the members of the Chapter and Domain that donated!

S. I recommend that the officers of the member in any regional or above election process write a brief history to the board or officer responsible for looking through the resumes. This will keep future problems from creeping up and keep black marks from becoming public knowledge unless the person wants them to be known.
